Delta Airlines wants to stop Ex-Im help on big jets

(Reuters) - Delta Air Lines Inc wants the U.S. Export-Import Bank to stop helping state-owned foreign airlines buy wide-body jets from Boeing Co , and would be willing to forgo such support for its own purchases if all such subsidies were eliminated, its chief executive said on Wednesday.

"We would be perfectly willing, if we had a total moratorium on narrow-body and wide-body financing, to forego" export credit help on narrow-body jet purchases from Bombardier , Delta CEO Richard Anderson said in an interview with Reuters.

In December, Delta ordered 40 Bombardier CRJ900 regional jets with an option for 30 more in a deal worth up to $3.29 billion.

"We are trying to do whatever we can to get a level playing field in a world where my government decides that they would rather help my competitors in the marketplace than Delta," he added.

Airlines with good credit can get market-rate funding without "giving them the balance sheet of the U.S. government," Anderson said.

Delta sued the Ex-Im bank last month in an effort to stop support for Boeing's 777 and 787 planes, noting that Emirates airline and Korean Air are among the aircraft's biggest buyers and do not need U.S. government aid. Delta was joined in the lawsuit by the Air Line Pilots Association, which represents 47,000 pilots at 28 U.S. airlines, and Hawaiian Airlines, the largest carrier in Hawaii.

The U.S. Ex-Im Bank said its policies supported some 85,000 U.S. aerospace jobs last year.

"As long as other export credit agencies around the world continue to support their aerospace companies, Ex-Im will continue to provide financing to ensure a level-playing field for American companies and to prevent a loss of jobs here at home," the bank said in a statement emailed on Wednesday.

In the interview, Anderson said he is not opposed to the Ex-Im Bank in general, or export credits for sales of smaller, narrow-body jets if the export credit system was reformed.

But he said it was wrong for the U.S. to decide that manufacturers such as Boeing are more deserving of export credits than airlines and other travel services companies.

"I don't think there is any good rationale for deciding that any manufacturing production in the U.S. is more important than travel and tourism, which is a much bigger contributor to GDP in the U.S. than manufacturing," he said.

In its lawsuit, Delta says that about 46 percent of the $106.6 billion in U.S. Ex-Im Bank's current financial commitments are for aircraft loans or loan guarantees.

Colangelo out as Raptors GM, still president

(AP) ? Bryan Colangelo is still president of the Toronto Raptors, but he's no longer the club's general manager.

The Raptors announced Tuesday that while Colangelo's contract as team president is being extended, a new general manager will be hired within the next 30 days.

The changes were announced by Tim Leiweke, who is the incoming CEO of team owner Maple Leaf Sports and Entertainment. Leiweke also said he is moving up his start date from July 1 to June 3.

"We have a lot of work to do in this organization," Leiweke said. "We're not good enough. I believe Bryan can help in a lot of those areas."

The Raptors were 10th in the Eastern Conference this year, finishing out of the playoffs for a franchise-worst fifth straight season.

"There is accountability here and we need a new set of eyes and a new thinking," Leiweke said.

Leiweke was hired last month after a successful period in charge of Anschutz Entertainment Group, owner of the NBA's Los Angeles Lakers, the NHL's Los Angeles Kings and the Los Angeles Galaxy of MLS.

Leiweke said Colangelo fought "like heck" to keep his role as general manager.

"Bryan's probably ticked off at me," Leiweke said, then paused to chuckle. "There's no probably. He's ticked off at me. This isn't his perfect world, either. But to his credit, he accepts it."

Colangelo said he was "a little disappointed," but denied being angry at Leiweke.

"It's a unique situation for me to be in," Colangelo said. "Not an ideal situation but I'm going to embrace it and make the most of it."

Leiweke addressed concerns that keeping Colangelo around would complicate things for any new hire by stressing that the new GM will have complete authority on basketball matters and will report directly to Leiweke, not Colangelo.

"If anyone ultimately disrupts that process, then I'll clean it up," Leiweke said.

Colangelo said he understood the message from his new boss.

"The bottom line is, if I get in the way, I'm not going to be around," he said.

Leiweke said he is handling the search for a new GM himself and has a list of about a half dozen "very specific" candidates, adding that he's been turned down in some requests to talk to candidates currently with other teams.

One of the candidates will be current Raptors assistant GM Ed Stefanski. The former GM of the Philadelphia 76ers and New Jersey Nets was hired by Colangelo in October 2011.

"There's no doubt that Ed is a very solid basketball man," Colangelo said. "I'd be happy for him to get a legitimate look at the job."

Leiweke said the future of coach Dwane Casey and all other coaching and front office staff would be decided by the incoming GM.

Leiweke said he wants Toronto to celebrate its 20th anniversary as an NBA city by hosting the All-Star Game for the first time in 2016, calling the game "a must-have."

He also said he wants the team to build a new training facility and hinted at changes to the Raptors' brand, acknowledging "specific" conversations with the NBA about potential changes.

"We absolutely have had conversations about the color and the makeup of our brand, our uniforms and our image," he said. "To me, we should be all about the Canadian flag and Canada.

"We are Toronto's team but I think we have to learn how to be Canada's team."

Colangelo, 47, joined the Raptors in 2006 and was named the NBA's executive of the year in 2007 when Toronto won its only Atlantic Division title. He also won the league's top executive award with Phoenix in 2005.

"I don't believe I'm being pushed off into a corner somewhere," Colangelo said. "I think I'm going to be utilized in a fashion that my 18 years of experience, and quite a bit of success along the way, is going to be tapped into."

That starts tonight, when Colangelo will represent the Raptors at the NBA draft lottery at Times Square in New York.

"It's not a great place to be," Colangelo said of being in the lottery. "Hopefully it's the last time this team is there for a long time."

Toronto has a 0.7 percent chance of winning the top pick. If Toronto's selection falls outside the top three, it will belong to the Oklahoma City. The Thunder picked it up from Houston, who acquired it in the trade that sent guard Kyle Lowry to Toronto last summer.

Edward Furlong arrested in West Hollywood

LOS ANGELES (AP) ? A Los Angeles sheriff's spokesman says 'Terminator 2' star Edward Furlong has been arrested on suspicion of violating a restraining order filed by his ex-girlfriend.

Sheriff's spokesman Steve Whitmore said that deputies responding to the scene Thursday in West Hollywood found Furlong hiding in a nearby property.

Jail records show he was released Saturday just after noon after being held on $100,000 bail.

In March, the 35-year-old actor had been sentenced to six months in jail for violating his probation in a 2010 case for violating a similar restraining order.

He has been the subject of such orders taken out by both his ex-wife and ex-girlfriend.

The actor was also charged in January of battery of an ex-girlfriend.

Tea party looks to take advantage of moment

DES MOINES, Iowa (AP) -- Is the tea party getting its groove back? Shouts of vindication from around the country suggest the movement's leaders certainly think so.

They say the IRS acknowledgement that it had targeted their groups for extra scrutiny ? a claim that tea party activists had made for years ? is helping pump new energy into the coalition. And they are trying to use that development, along with the ongoing controversy over the Benghazi, Libya, terrorist attacks and the Justice Department's secret seizure of journalists' phone records, to recruit new activists incensed about government overreach.

"This is the defining moment to say 'I told you so,' " said Katrina Pierson, a Dallas-based tea party leader, who traveled to Washington last week as the three political headaches for President Barack Obama unfolded.

Luke Rogonjich, a tea party leader in Phoenix, called the trio of controversies a powerful confluence that bolsters the GOP's case against big government. "Suddenly, there are a lot of things pressing on the dam," said Rogonjich.

It's unclear whether a movement made up of disparate grassroots groups with no central body can take advantage of the moment and leverage it to grow stronger after a sub-par showing in last fall's election had called into question the movement's lasting impact. Republicans and Democrats alike say the tea party runs the risk of going too far in its criticism, which could once again open the door to Democratic efforts to paint it as an extreme arm of the GOP.

"Never underestimate the tea party's ability to overplay its hand," said Democratic strategist Mo Elleithee. "Just because there is universal agreement that the IRS went too far, that should not be misread as acceptance of the tea party's ideology of anger."

At the very least, furor over the IRS in particular is giving the tea party more visibility than it has had in months, and it's providing a new rallying cry for tea party organizers starting to plot how to influence the 2014 congressional elections.

The tax-agency scandal ? it has led to the acting IRS commissioner's ouster, a criminal investigation and Capitol Hill hearings ? seems to validate the tea party's long-held belief among supporters that government was trampling on them specifically, a claim dismissed by ousted commissioner Steven T. Miller. He has called the targeting "a mistake and not an act of partisanship."

Nevertheless, Sen. Marco Rubio, R-Fla., elected in 2010 with tea party backing, said the IRS scandal "confirms many of the feelings that led to the tea party movement in the first place."

"What's happened here is a reminder of, this is what happens when you expand government," he said in an interview with The Associated Press. "That and the disaster that is Obamacare is going to be a real catalyst in 2014 and beyond."

Tea party activists hope they also can drive support ahead of the elections by stoking widespread suspicions that the Obama administration and State Department are hiding key details about the September 2012 attack in Benghazi, Libya, that killed the U.S. ambassador and three other Americans. The seizure of Associated Press phone records also plays into their argument that government is too intrusive.

Tea party activists have tried to take advantage of the issues that have put some of their central tenets ? limited government and civil liberties ? in the spotlight.

From around the country last week, they headed Washington to hold a news conference on the Capitol steps and meet with members of Congress. Those who stayed home jammed House and Senate phone lines with calls urging congressional action as the IRS saga unfolded. An email from Teaparty.org that was sent to activists proclaimed: "We've worked so hard these past few years and it's paying off! We're witnessing the unraveling of a presidency at an unprecedented rate."

Freedomworks, a national tea party group, spent the week circulating petitions for congressional hearings and encouraging leaders of local groups who believe they have been targeted by the IRS to include their story on a national database to build the case against the agency.

"Perhaps all this attention will break something loose," said Jim Chiodo, an activist from Holland, Mich.

It wasn't long ago that the tea party was the hot new political kid on the block, bursting onto the national scene during the contentious summer debate over health care in 2009. Over the next few years, the loosely affiliated conservatives and civil libertarians would leave their mark on the 2010 elections by helping Republican candidates win Senate races in Florida, Kentucky, Utah and Wisconsin and scores of House races.

Those victories resulted in House and Senate Republican caucuses getting pushed to the right in legislative battles, making life difficult for Obama and his Democrats in an era of divided government.

But the movement's success was muted in 2012 when Republicans nominated the establishment-backed Mitt Romney for president, though he did little to inspire the tea party. He lost, and so did many tea party-backed House and Senate candidates.

Now, tea party activists say they are emboldened and won't be afraid to recruit candidates to run in Republican primaries against incumbents who appear to go easy on the Obama administration, particularly in light of the IRS scandal.

"It's one of those issues we should just raise hell about," said Nashville Tea Party leader Ben Cunningham.

Some say they're now even more suspicious of government than before.

"I personally feel so vindicated," said Mark Falzon, a New Jersey tea party leader. But he added: "What's scaring me now is what's going on below the water line that we're not seeing."

Republicans say that the tea party will have an opportunity come 2014 to make its mark again, particularly with Obama not at the top of the ticket. Also, they say that with Obama's health care law going into effect and with the slew of latest controversies, they now have concrete issues to point to when arguing against government overreach.

"Suddenly, this is a very real demonstration of too much power ceded to government bureaucrats," said Matt Kibbe, president of Freedomworks. "This is no longer theoretical."

Ridley, Lazer to build cycling-specific wind tunnel

CHERASCO, Italy (VN) ? Five Belgian cycling brands have attracted 500,000 euros ($641,000) in government funding to build a new collaborative R&D facility focused on aerodynamics and other ?technologies of human power.? Bike brand Ridley, helmet brand Lazer, clothing brand BioRacer, athletic performance center EnergyLab, and Flanders Drive, a ?mobility knowledge center,? will collaborate on the project, which will feature a low-speed wind tunnel and other R&D facilities.

Such a low-speed wind tunnel would be the first in continental Europe.

The collaboration between the five Flandrian sport brands has been dubbed ?Bike Valley,? a reference to the project?s location in the beating heart of Belgian cycling.

The announcement comes hot on the heals of Specialized?s launch on Thursday of a new in-house, bike-specific wind tunnel, which will allow the brand to further improve its aerodynamics research and development efforts, and the timing seems to be no coincidence.

?[Bike Valley] is the only way we can compete on an investment level with the large global multinationals in the bicycling industry,? Marc Hufkens, Bike Valley manager, said in a statement.

Like the Specialized project, the planned Belgian tunnel will be designed around low-speed testing, ideal for the development of cycling equipment.

The concept was conceived by Ridley, a company that was among the first in the cycling industry to develop an aerodynamic road racing frame, the Noah. But without outside help, in the form of its collaborative partners and the government funds, the brand did not have the resources to complete the project.

?Because Ridley and the other Bike Valley partners are Small and Medium Enterprises (with no more than 100 employees) we can only realize such an ambitious project if we can count on the support of the different governments in Belgium and by working together?, said Hufkens.

Even with five partners on board, it was not until the influx of government funding that the project could begin to take off.

?The funding of 500,000 euro is a milestone not to be underestimated,? Hufkens said. ?One can say this is the actual ?go? in establishing Flanders as a worldwide knowledge hub when it comes to cycling in six different domains: sports, industrial activities, tourism and recreation, health, science and technology, mobility.?

Trump: 'Celeb Apprentice' finale will get 'nasty'

Donald Trump will decide between the musician and the magician on Sunday's finale.

This season of "Celebrity Apprentice" has certainly seen its fair share of friction between cast members, from Trace Adkins' battle with Marilu Henner to Gary Busey turning on his teammates in the boardroom. While the show's final two contestants, Adkins and magician Penn Jillette, may be good pals off-camera, Donald Trump says that we can expect a little friendly feuding on Sunday's finale.

"We have a tremendous cast of celebrities that each of (the finalists) have brought with them," Trump said during a conference call with the press Thursday. "It?s a very tough group of people.The game is played very hard, it?s a little bit nasty in a couple of cases but overall I think it?s going to be great television."

Trump told reporters that he has no clue who he will choose to hire during Sunday's live finale.

"Sometime I know and sometimes I don?t," he said. "I will tell you honestly, in this case, I don?t. A lot of times I will have a pretty good idea as to who it?s going to be. I?ll give you an example, when Bret (Michaels) won. They flew him here in an ambulatory plane. He was almost dead three days before, with the heart and the whole thing. (Michaels had a stroke that was later tied to a hole in his heart.) He could barely walk on the stage. Honestly, I think if I hadn?t chosen him I would have been run out of town!"

Although "Celebrity Apprentice" is now in its 13th season, Trump said has no trouble finding celebrities that are willing to risk facing him in the boardroom.

"Casting the first time was hard because nobody knew what to expect after we went to the celebrity concept," he said. "After that, it became really easy to get people to sign on. It really has been good for people's careers."

Trump added that celebrities want to be a part of his show because it doesn't require them to do anything they normally wouldn't do, unlike those other star-based reality shows.

"The nice thing is that they don?t have to dance and they don?t have to do things that maybe aren?t in their comfort zones but they get this tremendous popularity if they have what it takes," Trump said. "So it?s easy to cast, actually."

Although they won't be dancing, Jillette and Adkins said they will be putting their talents to use on Sunday's finale.

"Trace is going to do a song, and I?m going to play bass with him," Jillette said. "And I?m going to do some magic with Teller, so besides the 'Celebrity Apprentice' there will also be magic and music."

While it may seem odd that Jillette will join his competitor Adkins in a jam session on the show, Trump said it's because the final two share a friendship rarely seen in the final two.

"One thing that?s a little bit different is that these guys genuinely like each other," he said. "Usually we have people that get into the finals that do not like each other. I usually like that better, by the way. These two people really like each other, but it?s still great television."

The pressure has increased ever since the White House disclosed that U.S. intelligence had evidence that Assad used chemical weapons, apparently crossing a ?red line? Obama set last year. But the president has taken a cautious approach to ramping up America?s participation. On Thursday, he said that "the sooner the better" when it comes to Assad losing power?while playing down prospects for unilateral American action.

"It is very much my hope to continue to work with all the various parties involved, including Turkey, to find a solution that brings peace to Syria, stabilizes the region, stabilizes those chemical weapons," Obama said. "But it?s not going to be something that the United States does by itself. And I don?t think anybody in the region, including the prime minister, would think that U.S. unilateral actions in and of themselves would bring about a better outcome inside of Syria."

And he defended his refusal to respond militarily to the apparent use of chemical weapons.

"With respect to what I've said in the past around red lines: What I've said is that the use of chemical weapons are something that the civilized world has recognized should be out of bounds," Obama said. "And as we gather more evidence and work together, my intention is to make sure that we're presenting everything that we know to the international community as an additional reason, an additional mechanism, for the international community to put all the pressure that they can on the Assad regime, and to work with the opposition to bring about that political transition."

AT&T's U-verse gets new On Demand hub, promises simpler discovery for movies and TV shows

Considering it's not one of the company's key operations, it's safe to say AT&T's been successful in its efforts to build out U-verse. Now, in an effort to make life on the couch a little less complicated for subscribers, the Rethink Possible network is introducing an all-new On Demand storefront. With a focus on making content easier to discover, AT&T says the UI will make for an intuitive way to navigate the menus. Additionally, you'll find some novel search tools that should make it easier to find movies and TV shows. U-verse customers will now also see a "My" section, allowing them to quickly access rentals, queued up flicks and promos that AT&T may be offering. The newfangled U-Verse On Demand will be available in more than 45 markets starting today, with more being expected to join "on an ongoing basis throughout the year."

Upcoming Google Chrome x86 devices get Star Foxinspired codenames

Though we know virtually nothing about any Chrome OS-based devices in development at Google, we at least know what their engineers are calling them. Google insider François Beaufort revealed that developers working on such projects might be Star Fox fans, as several possible x86 devices seem to bear the Fox, Falco, Peppy and Slippy monikers, according to a recent changelog. None of this is proof of any future products, of course, but Fox and Slippy seem to be Haswell-equipped, according to Beaufort -- which would be a nice step up from their 1993-era Nintendo graphics power.

Navy to launch unmanned aircraft from carrier

ABOARD THE USS GEORGE H.W. BUSH (AP) ? The Navy will make its first attempt to launch an unmanned aircraft the size of a fighter jet from an aircraft carrier on Tuesday, marking a significant step toward the possibility of expanded drone use in future conflicts.

The X-47B can reach an altitude of more than 40,000 feet, has a range of more than 2,100 nautical miles and can reach high subsonic speeds. It is also fully autonomous in flight. It relies on computer programs to tell it where it to go unless a mission operator needs to step in. That differs from other drones used by the military, where someone directs the plane from a remote location.

While this aircraft isn't intended for operational use, the military is using the information it gathers during these demonstrations to develop other unmanned, carrier-based planes.

Having a carrier-based drone is considered particularly valuable because it can be deployed around the world without needing the permission of other countries to serve as a home base. There has been pushback against the use of drones from some nations that say the strikes erode the U.S. image overseas. Navy officials say the planes will provide around-the-clock intelligence, surveillance and targeting capabilities.

Some critics have said the military's use of drones, furthered by Tuesday's tests, create concerns over their limited human oversight. They worry the next step will be granting the drones control over launching attacks.

Human Rights Watch called for a pre-emptive prohibition of their development and use in a report issued in November titled "Losing Humanity: The Case against Killer Robots."

While current models retain some level of supervision over decisions whether to use lethal force, the group predicts that fully autonomous weapons could be developed within decades that select and engage targets with no human intervention.

"Human Rights Watch and Harvard Law School's International Human Rights Clinic believe that such revolutionary weapons would not be consistent with international humanitarian law and would increase the risk of death or injury to civilians during armed conflict," the report said.

Before the planes become commonplace, however, the military has to prove they planes can operate in the harsh conditions aboard an aircraft carrier at sea. The aircraft is set to taxi on the flight deck of the USS George H.W. Bush while it is in the Atlantic Ocean and use a steam catapult to launch, just like a traditional Navy warplane does.

"These are exciting times for the Navy as we are truly doing something that has never been done before ? something I never imagined could be done during my 29-year naval career," Rear Adm. Mat Winter, the Navy's program executive officer for unmanned aviation and strike weapons, wrote in a Monday blog post.

While the tailless plane won't land on the aircraft carrier on Tuesday, the Navy plans to conduct those tests soon. Landing on a moving aircraft carrier is considered one of the most difficult challenges Navy pilots face. Following the test launch, the plane will make a series of approaches toward the aircraft carrier before landing at Naval Air Station Patuxent River in Maryland.

Earlier this month, the Navy successfully conducted a landing at that air station where the X-47B used a tailhook on the aircraft to catch a cable and suddenly stop, just as planes landing on carriers have to do.

In the 2014 fiscal year, the Navy plans to demonstrate that the X-47B can be refueled in flight. The program cost is $1.4 billion over eight years. Northrop Grumman was awarded the primary contract in 2007.

Google Cloud Messaging now part of Google Play Services

More goodies for devs here at I/O: Google just announced that Google Cloud Messaging -- the push-notification system that debuted last year -- is now a part of its Google Play Services, and it will get three new features, to boot. These include "persistent connections," which should help push out messages quickly, upstream messaging for sending data from your app to your servers and -- most importantly -- synced notifications across devices. This means that if you dismiss an alert on your phone, it will similarly hit the dust on your slate. Mountain View recently announced that Cloud Messaging will now integrate with all versions of Chrome and Chrome OS, so today's news is a (very big) cherry on top.
